Contracting Parties,
Having regard to the Declaration of the United Nations General Assembly in its Resolution 96
(I) of 11 December 1946 that genocide is a crime under international law which
is contrary to the spirit and goals of the United Nations and which civilized world
condemns;
recognizing that in all periods of the history of genocide it has caused great damage to humanity,
Svaka ugovorna strana može se obratiti nadležnim organima Ujedinjenih Nacija kako bi ovi, prema Povelji Ujedinjenih Nacija, preduzeli mjere koje smatraju odgovarajućim za spriječavanje i kažnjavanje djela genocida ili bilo kojeg drugog djela navedenog u članu III.
Све би то било супер, дај еј УН некакво тијело, да судије нису поткупљиве, да империја са запада не ратује по читавом свијету газећи међународно право. Једноставно, нема система, јер га је Америка уништила својом хајдучијом.
